Chitrakoot. For drinking water supply during summer, the solar panel systems installed in urban and rural areas of Patha area are proving to be useless since the installation of tanks. Especially these systems were installed in the villages of Patha. The objective was that during the absence of power supply, water would be supplied from these tanks through solar power system. But this could not happen. Along with the administration in the name of drinking water, voluntary organizations also did not lag behind in playing sports.
While there is a serious problem of drinking water in the path, on the other hand the governments are making efforts, but the administrative machinery and voluntary organizations working in the name of providing water to the poor in the society are not missing out on playing the game. In the villages of Patha, situated between the rocky and forests, there is also a power crisis during the summer. In view of this, a year and a half ago, the government had provided money for drinking water supply in about a dozen gram panchayats, including Manikpur town, through a voluntary organization. These villages include Chureh Kesharua, Sarhat, Gidurha, Ranipur Kalyangarh, Kota Kandela, Unchadih, Ailha Badheha etc.
In which water supply was to be done from the solar panel system by bore. After the order came, the bores were made in a hurry and the solar panel system was installed by installing the tank. These caused water supply for about a week, in which about 80 percent of the solar panel systems came to a standstill. About 20 percent of those who are running are not getting enough water supply. If sources are to be believed, lakhs of rupees have been spent in these solar panel systems, but the people of Patha are not getting the benefit of it. Villagers say that along with the working organizations, complaints were received many times from the responsibilities, but no hearing was done.
The issue of accountability hangs due to non-handover
After the installation of solar panel system, till date no handover has been done due to non-fixation of responsibility. Due to which any organization is shying away from taking responsibility for starting them which are proving to be useless. Some people say that most of the boreholes that have been made do not have water. Due to which other institutions from Gram Panchayat are not ready to accept their ownership. Due to which they are not even able to be repaired.
Water is being delivered to the villages of Patha by tankers
Generations have passed while the people of Patha are battling with the drinking water crisis. There is also a saying here that bumblebee tora water can be wonderful, if it does not burst, Khasam dies. People of Patha used to come from far away to get water from Mandakini's bumblebee dahar near Anusuiya ashram. This is where this proverb originated. The government has spent crores and billions till now to overcome the drinking water crisis in Patha, thousands of hand pumps were installed, hundreds of tube wells were installed but the problem remains the same. At present, water is being supplied to the villages through tankers.
Water is not available even from piped drinking water schemes
To provide drinking water in rural areas, Jal Nigam had operated piped drinking water schemes. Later, 41 drinking water schemes were handed over to the Gram Panchayats for operation. In the initial phase, due to their poor quality, the schemes got delayed. Even after spending crores and billions, people could not get water. Many times the investigation was done at the government level. But instead of taking action, the matter got buried in the files. It is said that only half a dozen of these tube wells have become useless. Rest of the schemes are being implemented only on paper.
Said responsible
The information about non-supply of water from solar panel system has come to notice. The DM and CDO have been apprised for action after conducting an investigation. They have been asked to make them operational within a fortnight. Bargarh and Mau drinking water scheme is hanging in the balance, it has been apprised to the government. The work of these schemes will be completed soon after taking action against the negligent responsible.
